[Backport][stable-2][AZP] #673

SUMMARY
This PR is a backport pull request for #673 to stable-2:

Addresses #672
Bump test container version 7.0.0
Removes Ansible Core 2.15 tests. Python 3.11 is no longer supported in Container 7.0.0.
