* ManageIQ: manageiq_user module, module utils and doc_fragment
ManageIQ is an open source management platform for Hybrid IT.
This change is adding:
- manageiq_user module, responsible for user management in ManageIQ
- manageiq utils
- manageiq doc_fragment
