Adds ``LANGUAGE=C`` and ``LC_ALL=C`` to the ``environ_update`` passed to
``run_command()`` calls in modules that parse command output, to prevent
locale-dependent parsing failures on non-C-locale systems.
Modules updated: dconf, pkgng, terraform.
