Enable additional pylint rules and resolve issues found. (#47221)

* Resolve unneeded-not.
* Resolve global-at-module-level.
* Resolve useless-import-alias.
* Resolve bad-whitespace.
* Resolve global-variable-not-assigned.
* Resolve logging-not-lazy.
* Resolve comparison-with-itself.
