Remove ansible.posix dependency (#1157)

* Vendor plugins/module_utils/mount.py from ansible.posix, and drop ansible.posix dependency (except for testing).

* Add ignore.txt entries.

* Install test requirements conditionally.

* Apply suggestions from code review
