When adding a new idrange of type 'ipa-local', the 'base_id',
'range_size', 'rid_base' and 'secondary_rid_base' are required so that
range entries are correctly set when SID are enabled.

In latest ansible-lint versions, the use of "blocks" has a required
order to be implemented. According to ansible-lint error mesage, the
order is name, when, block, rescue, always.
As not following this rule is now an error, this patch fixes all tests
for the 'key-order[task]' error.
Use Fully Qualified Collection Name (FQCN) for ansible builtins. This is
ansible.builtin.set_fact instead of set_fact for example and aplies for
all actions that are part of ansible.builtin.
All the replaced ansible.builtins:
assert, command, copy, debug, fail, fetch, file, import_playbook,
import_tasks, include_role, include_tasks, include_vars, package,
set_fact, shell, slurp, stat, systemd
When ensuring presence of an idrange using dom_name instead of dom_sid,
the SID must be obtained so that the idrange can be created.

There is a new idrange management module placed in the plugins folder:
plugins/modules/ipaidrange.py
The idrange module allows to ensure presence and absence of idranges.
Here is the documentation of the module:
README-idrange.md
New example playbooks have been added:
playbooks/idrange/idrange-absent.yml
playbooks/idrange/idrange-ad-posix-present.yml
playbooks/idrange/idrange-ad-present.yml
playbooks/idrange/idrange-present.yml
New tests for the module can be found at:
