New sudorule (Sudo Rule) management module

There is a new sudorule (Sudo Rule) management module placed in the plugins
folder:

  plugins/modules/ipasudorule.py

The sudorule module allows to ensure presence and absence of Sudo Rules.

Here is the documentation for the module:
